meaning : take your time BEFORE
you speak, act or react foolishly or in any way you might regret
later;
train your memory : it works just the way intelligence
and the freedom of the press do, they only wear out if unused.
In other words, use them or lose them !

As
long as you keep repeating, all you can say is that you have 'learnt
by heart' someone else's own words... Repetition is only to be
used for memorizing -- and when you try memorizing words, use
a pen too !
